LOCAL HISTORY
Meet C.P. Owens: Justin’s Early City Marshal

Back in 1946, the people of Justin had the exciting task of voting for three key positions: Mayor, Aldermen, and City Marshal. Today, let’s shine a spotlight on the man behind the badge—C.P. Owens.

C.P.—short for Charles Powell Owens, though friends called him Charlie—was born in 1886 in Georgia. At 22, he made his way to Texas and married Glenda Ann Moon in Hill County in 1908. That same year, their first child, Robert, was born in Haslet. Charlie and Glenda would go on to have three more children—Bessie, Charlene, and Martha—mostly in the areas south of Fort Worth, back in Hill County.

Before he became a pillar of Justin’s early government, Charlie led the life of a farmer. This meant moving around a bit, always seeking more fertile available land. By 1940, he stepped into public service as a candidate for County School Trustee for Ponder ISD—and won.

Six years later, in 1946, Charlie’s next adventure began when he was nominated—and then elected—City Marshal of Justin. He proudly served the town for two terms, keeping the streets safe and the community moving forward.

Charlie wasn’t one to stay in one role for long. In 1952 he owned the Rhome and Ponder Telephone Company. Teaming up with eight other local phone owners and operators, he helped consolidate their businesses into a single corporation. This alliance allowed them to secure a loan to bring “dial telephones” to towns like Justin, Rhome, and Haslet. Charlie became the VP of the newly formed North Central Texas Telephone Corporation—connecting communities in more ways than one.

By 1957, Charlie had added another title to his resume: district and election judge for Ponder.

While C.P. Owens may not have been as deeply entrenched in Justin as some members of the town’s first city council, his influence was undeniable. From keeping the streets safe to helping bring modern telephone service to the area, Charlie left his mark on Justin in ways that mattered then—and still resonate today.
