How have your background and experience shaped your perspective for Mayor, and what inspired your involvement in Justin?

I took that rare moment to pause, sit back, and really let the question sink in. There are a couple of ways I could answer it, one that’s straightforward and suitable for an interview, and another that reaches a little deeper, the kind that actually reveals who I am and the quiet romance I discovered in small‑town Justin. So let me handle this from both angles.

As a veteran of the United States Army, I had the uncommon experience of being dropped into a group of men who shared almost nothing on the surface; different backgrounds, different life experiences, different mindsets, different political beliefs, and often entirely different theologies.

Yet we were expected, without exception, to find a way to work together or face the consequences. That environment taught me early that unity isn’t something you stumble into; it’s something you build through respect, discipline, and a willingness to understand people who don’t see the world the way you do.

When you’re training for combat, you learn quickly that most things appear simple on the surface, but if you dig in even a little, you find that nothing is truly simple and just about everything has consequences.

That mindset; look deeper, think ahead, understand the second‑ and third‑order effects; became part of how I approach every challenge. It shaped the way I lead, the way I solve problems, and the way I see responsibility.

You don’t get to shrug things off in the Army. You don’t get to say “not my job.” You learn to own the mission, the outcome, and the people who depend on you.That perspective followed me into civilian life.

Years spent in construction, logistics, and business taught me how systems work, how growth can either be managed or mismanaged, and how decisions made in a conference room eventually land on real people’s doorsteps. I learned to value clarity, accountability, and the kind of leadership that shows up when it matters, not just when it’s convenient.

But the deeper answer, the one that actually explains why I stepped into public service here, has less to do with resume lines and more to do with what I found in Justin.

Somewhere along the way, this town caught me off guard. I found a place where neighbors still look out for each other, where history isn’t just something in a book but something people feel responsible for, and where the pace of life gives you room to breathe and remember what matters.

There’s a quiet romance to that, a kind of authenticity that’s hard to find anymore. And once you see it, you feel a responsibility to protect it.

My involvement in Justin wasn’t driven by ambition; it was driven by connection. I saw a community on the edge of major growth, and I understood how important it was to guide that growth with intention rather than react to it after the fact.

I wanted to bring professionalism, transparency, and steady, fact‑driven leadership to a city that deserved nothing less. I wanted to help preserve the character of this place while preparing it for the future. And I wanted to build directions real, lasting plans, that would serve Justin long after any single mayor or council has come and gone.

When people ask how my background shaped my perspective as Mayor, the answer is simple: it taught me to lead with discipline, to think with depth, and to care with purpose.

And when they ask what inspired my involvement in Justin, the answer is even simpler: I fell in love with a small town that still feels like America, and I felt called to help protect what makes it special.

Justin is experiencing steady growth. How would you balance growth with preserving Justin’s small-town feel?

Growth in North Texas is accelerating, and Justin is right in the path of it.

About fourteen years ago, the Dallas Morning News ran a front‑page story predicting that Roanoke would become the center of the Metroplex within 10 to 15 years. At the time, it seemed unlikely. Yet today, that prediction has played out and the growth hasn’t stopped at Roanoke. It has reached Justin, moved beyond Justin, and continues to build momentum. Higher density is coming whether we prepare for it or not.

For a town our size to protect its identity, we need clear, enforceable, and forward‑looking plans.

It’s easy to talk about preserving a small‑town feel; it’s much harder to adopt policies that actually secure it.

That’s why disciplined planning and strong, accountable partnerships with developers are essential.

Few key tools implemented in the last 2 ½ years that reflects this approach:

  • The Old Town Overlay:This was critical for protecting the historic heart of Justin. It ensures that as redevelopment occurs, it respects the character, scale, and charm that define Old Town.

  • The Chapter 52 rewrite: This is the next major step. It modernizes our development standards, clarifies expectations for builders, and strengthens our ability to require quality, consistency, and community‑aligned design across all new projects.

These efforts work together to ensure that growth enhances Justin rather than overwhelm it. They protect the things that make this community feel like home; our identity, our heritage, and our sense of place, while still allowing responsible, well‑planned developments.

What issues matter most for Justin in the next three to five years, and how would you address them?

Justin is entering into one of the most defining periods of its history.  Over the next 3 to 5 years, our actions/plans will determine whether we grow with intention, or if we get shaped by outside forces. Because of this, several priorities rise to the top, with each one tied to protecting our identity, strengthening our infrastructure, and ensuring the growth serves our community.   

Managing Growth with Clear Standards

Growth is not slowing down, and the pressure on land, infrastructure, and services will only increase. The priority is not to stop growth, but to shape it.

Key actions include:

  • Updating and enforcing development standards that reflect Justin’s values.

  • Completing the Chapter 52 rewrite to modernize zoning, clarify expectations, and strengthen our negotiating position.

  • Continuing the work started with the Old Town Overlay to protect the historic heart of Justin.

  • Ensuring new neighborhoods contribute to the long‑term character and financial stability of the city.

The goal is simple: growth should enhance Justin, not overwhelm it. 

Public Safety and Emergency Preparedness

As population increases, so does the demand on police, fire, and EMS.Priorities include:

  • Expanding staffing and resources for police and fire to maintain response times and community presence.

  • Planning for a future fire station and additional public safety infrastructure as density increases.

  • Strengthening regional partnerships to ensure coordinated emergency response.

A safe community is the foundation of everything else.

Infrastructure That Keeps Pace with Demand

Roads, water, sewer, drainage, and traffic management will define quality of life as growth accelerates.

Critical steps:

  • Prioritizing road improvements and traffic flow solutions on major corridors.

  • Ensuring water and sewer capacity planning stays ahead of development.

  • Investing in drainage and stormwater systems to prevent future problems.

  • Coordinating with TxDOT and regional partners on long‑term mobility planning.

Infrastructure must be built for the Justin of tomorrow, not the Justin of yesterday.


Protecting Justin’s Small‑Town Identity

Identity is not preserved by accident it requires deliberate action.

This includes:

  • Strengthening community‑pride initiatives like Flag City USA.

  • Preserving historic areas and supporting revitalization that respects our heritage.

  • Encouraging development that includes parks, trails, and gathering spaces that foster connection.

  • Supporting local businesses and maintaining the charm that makes Justin feel like home.

A town’s character is one of its most valuable assets.


Fiscal Responsibility and Long‑Term Stability

As growth accelerates, financial discipline becomes even more important.

Priorities include:

  • Ensuring development pays for itself and contributes positively to the tax base.

  • Maintaining conservative budgeting practices and protecting reserves.

  • Pursuing grants and regional funding opportunities to reduce the burden on local taxpayers.

  • Planning capital projects with long‑term sustainability in mind.

A financially strong city can invest in its people, its infrastructure, and its future.

Strengthening Community Engagement and Transparency

As Justin grows, staying connected to residents becomes more challenging and even more important.

Key commitments:

  • Clear, consistent communication about city decisions and priorities.

  • Empowering boards and commissions with meaningful roles and defined missions.

  • Creating more opportunities for residents to participate in shaping Justin’s future.

  • Ensuring city government remains accessible, professional, and accountable.

A growing city must work even harder to stay grounded in the voices of its people. 

Leadership principles remain constant:

  • Plan ahead, not behind.

  • Protect what makes Justin special.

  • Build systems and standards that last.

  • Lead with transparency, professionalism, and steady judgment

What are your top three priorities for Justin over the next 3–5 years, and how do you plan to accomplish them?

I fought hard to get the City to adopt the Streaming video we have for Council meetings, as well as the archives that can be queried with a simply search. 

Transparent leadership begins with a simple principle: the city belongs to the people, and the people deserve to see how it is being run.

That includes:

  • Making decisions in the open, not behind closed doors.

  • Explaining not just what we’re doing, but why we’re doing it.

  • Owning mistakes, correcting them quickly, and communicating the fix.

  • Ensuring policies, budgets, and priorities are easy for residents to understand.

  • Holding ourselves and our staff to standards that protect public trust.

Transparency is also about tone. Residents should feel respected, informed, and included, even when they disagree with a decision.  Serving Justin Texas is not just something I do, it is very much who I am. For me it is not about the Title, Mayor, just about everyone knows that I am "justjames" so for me, it is about helping get us to where we are going in a meaning and thoughtful way, while protecting the Justin that we all love.
